Why was Bayview Floating Homes formed?
Bayview Floating Homes (previously the Floating Homes Association) was formed as a result of significant increases in moorage at one of the Marinas, early in the fall of 1994. The tenants that were involved in the increase, after consultation with attorneys, realized that floating home owners had no protection or rights under Idaho State Law, and were not covered by any landlord tenant acts within the State of Idaho. Two issues came to light in the fall of 1994 that would adversely affect moorage rates and fees paid by floating home owners. A significant increase in moorage rates at Scenic Bay Marina in October of 1994. An article published in the Spokesman Review outlining a proposed $1,000.00 Submerged Lands Fee being considered by the Idaho Department of Lands on each float home moored within the Bay. Upon initial research, one of the first questions asked by the attorneys was, “Are you organized?” The answer to that question was, “No,” and most floating home owners only knew their immediate neighbors within their respective marinas. In November of 1994, a group of floating home owners met informally to discuss the possibility of forming an Association. There was a great deal of interest within this group and a general meeting of all floating home owners was set for December 10, 1994, on the Gonzaga University campus in Spokane, Washington. The floating home owners in attendance voted to move forward with the formation of a Floating Homes Association. A steering committee and other committees were formed. Nikki Charlton was named as the chair of the Steering Committee. In January of 1995, the Bayview Floating Homes Association was formed.
